VPN with red X and missing WAN miniport issue

I am helping one of my clients to troubleshoot a VPN issue. Whenever he tries to create a VPN on his w2k pro, the VPN shows with red x and the Device Name shows nothing (as you may know, the Device Name should show WAN Miniport (PPTP), see the print screen 1). Also the Device Manager don't  list WAN Miniport (PPTP), (L2TP) as normal (Figure 2).

He can create dial-up connection, and access to the Internet without any problem. I believe that we need to create or install WAN Miniport on this w2k. But how?
