Can't change group policy - Add User or Group is grayed out

Symptom: when trying to add users to Allow log on locally in local group policy, you may not be able to do so because the Add User or Group is grayed out.

Cause: the domain group policy or other policy override the local policy.

Resolution: Modify the domain policy or the policy which overrides the local policy.
