VPN Error 781 Case - The encryption attempt failed because no valid certificate was found

Situation; The client is running Windows 2000 server. Since last rebooting the server, the VPN client starts to receive error 781: The encryption attempt failed because no valid certificate was found. The same VPN client connecting to other VPN server wroks fine.

Troubleshooting: The server is running APC agent, which has an issue. After disable ACPPBE Agent service, it works as before.
