The Group Policy doesn't apply or take long time to update

Situation: The client tried to create a domain Group Policy for their Windows 2000 TS . He could create the policy, but the policy doesn't apply or take long time to update. His account is the member of the Administrators and domain admins. He also tried to use SECEDIT to force the Group Policy update.

Resolution: add his account to the group Policy Creator Owners.
