Sorry to take so long getting back to you.
Yes it makes sense.  The W2k machine
and XP machine were possibly fighting over
control of the browse list. Once you took the
W2k machine out of the mix, the XP machine
took over. I suspect you would have had the
same result if you shut off the browser service
on the XP machines.  One of the criteria for
becoming the subnet master browser is OS
version.  Since the Xp machine is newer it
version it may conflict a bit with W2k but
I suspect there may have been a setting on
the W2k machine which gave it a better
chance of becoming the browse master.
Check the IsDomainMaster browser
setting in the control panel.
