And as Bob said, you shouldn't have two DHCP servers running on a network like this. Why do you think the workgroup machines can't use the DHCP server on the DC? DHCP doesn't know or care whether a machine is in a domain or a workgroup. All the machines on the LAN should be using the same gateway and DNS address whether they are in the domain or a workgroup.

It appears that much of the SBS DNS configuration is missing. There
should be a zone called _msdcs.xxxxxx.local in the setup, but it
appears to be missing.
Any easy way to recreate these setting?
