If you are running AD your clients should definitely be using the DHCP
server on the DC, just as they should be using the local DNS server. And as
Bob said, you shouldn't have two DHCP servers running on a network like
this.

Why do you think the workgroup machines can't use the DHCP server on the
DC? DHCP doesn't know or care whether a machine is in a domain or a workgroup.
All the machines on the LAN should be using the same gateway and DNS address
whether they are in the domain or a workgroup.

Comments:

It appears that much of the SBS DNS configuration is missing.  There
should be a zone called _msdcs.xxxxxx.local in the setup, but it
appears to be missing.

Any easy way to recreate these setting?
