There are no Terminal Server client access licenses available for this computer

Q: Why do we receive this Message "The remote session was disconnected because there are
no Terminal Server client access licenses available for this computer".

A: A guy that configures the servers on our company just came here and
solved the problem. He changed 'Terminal Services Configurations' to
Licenses 'Per User'  instead of 'Per Device'.

He forgot to explain why only 2 guys were having problems though.
