Anonymous users' permissions are grayed out in SharePoint 2007 Picture Library

We are running SharePoint 2007. I have enable Anonymous user account and I can assign permission to Anonymous user to the SharePoint website as shown.

 

However, I can't assign Anonymous user permissions on Picture Library. They are grayed out as shown below. I am login System Account. What could be the problem?

A: From your description, I understand that you could not edit the anonymous user permission for the picture library. If I have misunderstood your concerns, please feel free to let me know.

Based on my experience and test on my side, I would like to tell you that we may reproduce the behavior on my side, and this is a default behavior by design.

Also I want to let you know that we should select the  “Entire web site” or “lists or libraries” option under the root site Anonymous permission settings, and then we may select the “view item” options under the picture library permission. Let us see that if we have not permission view the library/list, so these permission options of the picture library will not be ticked for the Anonymous users. This is a normal behavior.

Meanwhile please note that the Anonymous users have only the view /access permission for the entire site/libraries/lists. They could not edit/update any content of the site. This is a behavior by design for the Anonymous users.
