Situation: When you click a hyperlink in Microsoft Outlook, you may receive the following error message:
This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.

Resolution: Method 1: Reset Internet Explorer settings

You may be able to resolve the issue by resetting Internet Explorer web settings. To do this, follow the steps that correspond to your version of Internet Explorer.


Internet Explorer 9
1.Start Internet Explorer.
2.Click the Tools icon, and then click Internet Options.
3.Click the Advanced tab, and then click Reset.

4.In the Reset Internet Explorer Settings window, click to select the Delete personal settings check box, and then click Reset.

5.Click Close when it is completed.

6.Restart Internet Explorer.
7.Click the Tools icon, and then click Internet Options.
8.Click the Programs tab, and then click Set programs.

9.Click Set your default programs.

10.In the Programs list, click Microsoft Outlook, and then click Set this program as default.
11.Click OK, and then close the Default Programs dialog box.
12.In the Internet Options dialog box, click the Programs tab, and then click Make default under Default web browser.

13.Click OK.
Internet Explorer 8 and Internet Explorer 7
1.Start Internet Explorer.
2.On the Tools menu, click Internet Options.
3.Click the Advanced tab, and then click Reset.
4.Click the Programs tab, and then click Set programs.
5.Click Set Default Programs.
6.Click to select Microsoft Outlook, and then click Set this program as default.
7.Click OK, and then close the Default Programs dialog box.
8.In the Internet Options dialog box, click the Programs tab, and then click Make default under Default web browser.
9.Click OK.
Internet Explorer 6
1.Start Internet Explorer.
2.On the Tools menu, click Internet Options.
3.Click the Programs tab, and then click the Reset Web Settings button.
4.Under Internet programs, make sure that the correct email program is selected.
5.Click to select the Internet Explorer should check to see whether it is the default browser check box.
6.Click Apply, and then click OK.

Note You may receive the following message when Internet Explorer starts:
Internet Explorer is not currently your default browser. Would you like to make it your default browser?
If you receive this message, click Yes.

This section is intended for advanced computer users. For help with advanced troubleshooting, ask your system administrator or contact Microsoft Support at:

Export the registry key from another computer
1.Click Start, and then click Run.
2.In the Open box, type regedit, and then click OK.
3.Locate, and then click the following registry subkey:
HKEY_LOCAL_MACHINE\Software\Classes\htmlfile\shell\open\command
4.On the File or Registry menu (depending on your operating system), click Export.

5.Note the location where the file will be saved. The registry file can be saved directly to the hard disk or floppy disk.
6.Type a unique file name, and then click Save.
7.Exit Registry Editor.
Import the registry key
1.Copy the exported registry key to the desktop on the problem computer.
2.Double-click the .reg file.

You receive the following message:
Are you sure you want to add the information in drive: location file was copied to\file name.reg to the registry?
3.Click Yes, and then click OK.
Verify that the String (Default) value of the "HKEY_CLASSES_ROOT \.html" key is "htmlfile"
1.Click Start, and then click Run.
2.In the Open box, type regedit, and then click OK.
3.Locate, and then click the following registry subkey:
HKEY_CLASSES_ROOT \.html
4.Make sure that the value of the String (Default) is "htmlfile". If it's not "htmlfile", right-click (Default), click Modify, input htmlfile in the Value data box, and then click OK.

5.Exit Registry Editor.

If reset and export/imprt registry don't fix the probem, try to set default programs. In my case, I open IE>Internet Options>Programs>Set default program>Set program access and computer defaults. I selelct both IE and Outlook as default programs.

Or check thsi quoted.

Windows XP and Vista allow you to control program defaults through Control Panel. If the above methods fail, use this method to set the default browser. In Windows XP, go to Add and Remove Programs, Set Program Access and Defaults. In "Choose a default web browser", check on the "Internet Explorer" option and click the OK button. In Vista, access the Default Programs applet from the Start menu or Control panel. Click on the "Set program access and computer defaults" (last option) then expand Custom. In "Choose a default web browser", check on the "Internet Explorer" option and click the OK button.
