Create Multiple Local Group Policy in Windows 2003

We have some Thin Clients on Windows TS 2003 for some visitors use. We would like to setup two policies for two user groups.

•We have setup local group policy to restrict visitors to make change on the computer and the Internet settings. That is fine.
•Group A can access any websites and group B access only our website.
Microsoft has an article “Edit Multiple Local Group Policy” Applies To: Windows 7, Windows 8 Release Preview, Windows Server 2008 R2, Windows Server 2012 only. Is there are any ways we can setup Multiple Local Group Policy for these two groups in Windows 2003? Or any other suggestions?

Based on my knowledge, multiple local group policy is a new feature starting with Windows Vista, so I believe it is not available in Windows 2003.

However, for your scenario, I do not know if using group policy loopback processing can meet your requirement. Since we can try to use group policy with security filter to manage user’s environment under remote session, we can configure a basic setting for computer setting on the terminal server, and then apply different group policy for different groups to meet our requirement.

What do you mean "using group policy loopback processing"? Can you give me an example?

Sorry for the unclear explanation. I mean that we can use the following group policy on the terminal server:

Computer Configuration | Administrative Templates | System | Group Policy | User Group Policy loopback processing mode

In your scenario, we can try to combine the things below in a GPO:

User configuration – used to restrict a user logging on the terminal server
Computer configurator – configured “User Group Policy loopback processing mode”
Security Filter – used to group all users who would apply the policy when they remote to terminal server.
