Permission issue after converting DC to VM

Situation: After converting windows 2003 DC to VM running on VMware ESXi 5, we have permission issues and can't browser All Programs, can't add new users, can't change the password.

Troubleshooting: You must active the Windows server first. Whenever you convert a physical machine to VM, you may need to active it first.Otherwise, you may receive these issues.
