Cannot Delete folder: The directory is not empty

Situation: when attempting to delete a folder, you may receive this message: Cannot Delete folder: The directory is not empty.

Case 1: Run this command: CHKDSK /F drive:
If you used a drive letter in the command above, you will get a prompt about dismounting the drive. Type Y for Yes and press Enter.

Most likely, you will get a message like the following:

Chkdsk cannot run because the volume is in use by another process. Would you like to schedule this volume to be checked the next time the system restarts? (Y/N)

Selene Yes.

Case 2: go to star menu and run and type in cmd
then delete the folder using
Code:
rmdir /S C:\path\to\folder

Case 3:Delete it in safe mode
