Can't receive emails from some users from the same company

Situation one of our client has a situation: they can receive emails from some of users in a company, but can't receive emails from other users from the same company. They would like to know hwy.

Troubleshooting: We use Microsoft Remote Connctivity Analyzer - https://testconnectivity.microsoft.com/
We find these results:

1 Authentication-Results spf=fail (sender IP is smtp.mailfrom=wihhc.com; hsimon.com; dkim=pass (signature was verified) header.d=wihhc.onmicrosoft.com;hsimon.com; dmarc=none action=none header.from=wihhc.com;
2 Received-SPF Fail (protection.outlook.com: domain of wihhc.com does not designate as permitted sender) receiver=protection.outlook.com; client-ip=; helo=outbound-245.asp.reflexion.net;

The problem is some were still able to send emails to the client within the same domain because those email addresses were not yet tagged as Spam by Office 365. In other words, sender IP is was tagged as Spam.

Resolution: 1. Setup Allow list on Office 365.
