This happens when the telnet program sends an extra linefeed after <enter> is hit.

With windows telnet, use the following steps to clear this setting:
^] (control, right bracket)

Welcome to Microsoft Telnet Client
Escape Character is 'CTRL+]'
Microsoft Telnet> unset crlf
Line feed mode - Causes return key to send CR
Microsoft Telnet>
(pressing enter will return you back to telnet)
Microsoft Telnet> o SAN ip address

With Putty, select Connection, telnet, and remove the check mark for "Return key sends telnet New Line instead of ^M"
