Case 1: the Link-Layer Topology Discovery (LLTD) Responder component is not installed on the XP. Download it from the Microsoft.

Case 2: Hotfix for Windows XP Service Pack 3 (SP3) - check this link: Network Map in Windows Vista does not display computers that are running Windows XP - http://support.microsoft.com/kb/922120.

Case 3: It could firewall or 3rd party security software. This post may help too.
