Windows 2003 Licensing Server Won't Issue CALs

Have you checked the EventLog?
I expect that you see an event there telling you that the server is
out of licenses for the product Windows Server 2003.
As far as I know, this error message indicates a lack of server
CALs, not TS CALs.
Check in the Licensing Applet in Control Panel.

I appreciate the response. The problem ended up being caused by Citrix
licensing not working properly. After the client reinstalled the Citrix
licenses, the problems were all resolved.
