Which TS idle session settigns takes priority

One of our clients is running Windows 2008 R2 as Remote Desktop Server. They manage RD idle session using 3 methods: 1. User Properties; 2. Group Policy; 3. RDP-Tcp Properties. Which one is high priority?

Group Policies have a higher priority level than Terminal Services configuration. The hierarchy (descending) is clear: Group Policies—Terminal Services configuration—User configuration—Client configuration.

This settings can be set for a specific user (in Terminal Services Extension to Local Users and Group, and Active Directory servers and Computers), at the server level, and through group policy. If both user and server settings are set, the server setting takes precedence. Group policy always takes precedence over other settings.
