Maximum number of concurrent shells for RDS exceeded

Situation: The client has RD services on their Windows 2012 R2. They assigned the helpdesk to manage the remote RD Host Server using Remote Server Manager. Sometimes helpdesk gets this message: “The maximum number of concurrent shells for the Remote Desktop Services plug-in has been exceeded”.

Troubleshooting: It seems to me the Server Manager is using administrative remote session which is limited 2 sessions. Therefore, helpdesk must logoff after they complete their job. Otherwise, other users may have problem to manage the remote server.

Are you attempting to run Server Manager remotely when you get the first error

There are a few reasons you may get a temp profile. Users profile is already present on the server but is corrupt or locked by a process for some reason is a couple of the main reasons I encounter. Log on to the server as another administrator and see if the affected users profile is still present on the server when they have logged off. You may have to check in HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList to see if it is present there
