Can't remove or re-install Microsoft Security Essential

Q: Microsoft Security Essential on my Laptop XP has a problem to run. But I can't re-install or remove it from Control Panel. How do you remove it?

First of all, I explain the error code 0x8007064e to you. It represents 'ERROR_PRODUCT_UNINSTALLED' # Product is uninstalled.

Silly Question - are you sure that it was version 1 that was installed, and not v2? It may be worth checking the removal instructions for v2 also.
