Event ID 10016: permission settings do not grant

Situation: When attempting to push Symantec Backup Exec 2010, on the remote computer, you will see Event ID 10016: The machine-default permission settings do not grant LocalActivation permission for the COM server application with CLSID to the user NT AUTHORITY\LOCAL SERVICE SID.
