Here are our resolution:
1. Disable the 'Time Synchronization Integration Service' on any virtual machine within Hyper-V.
2. On DC, run these commands
w32tm /config /manualpeerlist:pool.ntp.org,0x8 /syncfromflags:MANUAL
w32tm /config /update
w32tm /resync
w32tm /resync /rediscover
3. On other servers, run these commands:
w32tm /config /syncfromflags:DOMHIER /update
net stop w32time
net start w32time
w32tm /resync /force
4. To check the status
w32tm /query /status
w32tm /query /source
