Q: We are running some VMs on Windows 2012 R2 Hyper-v. If I restart Hyper-V VMM Service on the host, do the VMs have a downtime or lose a connection?

A: Restarting the Hyper-V VMM Service shouldn't affect the running VMs in any way. While it is offline you won't be able manage or connect to the VMs through Hyper-V Manager, but the VMs themselves remain running and connections to them (such as via RDP) should be unaffected.
