Windows Live OneCare: Firewall will not turn on

I'm using One Care Live Beta 2.0 on XP Pro SP2 and I had to uninstall OC because I kept getting a warning saying that my firewall was not turned on. Here is what I tried to do:

•Turn it on - it gave me an error saying it couldn't turn it on and to try again later or restart.
•Stop and start the service. It would turn on for about a minute and then turn off again.
•Reboot. It would turn on for about a minute and then turn off again.
•Uninstall and reinstall. It would turn on for about a minute and then turn off again.
Like I said I finally uninstalled because it was not working properly. Anyone have any ideas?

In 1.x of OneCare, this would usually be indicative of a broken MSXML 4.0 installation, required for the firewall to function properly.



Searching Live Help for firewall in 2.0 returns this:



Firewall doesn't start
If the firewall (Software or hardware that helps screen out hackers, viruses, and worms that try to reach your computer over the Internet. Some firewalls also prevent unauthorized programs on your computer from making connections outside.) service doesn't start correctly, you may be prompted to enable the firewall or you may find that you can't access or modify any firewall settings. You may also receive a message that states that the firewall service couldn't start.

To troubleshoot this issue:

1.In Microsoft Windows XP, click Start, and then click Run.

–or–

In Windows Vista, click Start, and then click in the Start Search text box.

2.Type sysdm.cpl, and then press ENTER.
3.On the Advanced tab, click Environment Variables.
4.In the System variables box, click PATH, and then click Edit.
5.In the Variable value box, add ;%SystemRoot%\system32;%SystemRoot%;%SystemRoot%\system32\WBEM at the end of any existing value.
6.Click OK three times, and then restart your computer.
7.If the problem persists: In Microsoft Windows XP, click Start, and then click Run.

In Windows Vista, click Start, click in the Start Search box, and then type command prompt. Under Programs, right-click Command Prompt, and then click Run as administrator.
Type Regsvr32 %SystemRoot%\System32\wbem\wmidcprv.dll, and then press ENTER. Restart your computer.

System Requirements

Instructions

Step 1: Confirm your version of OneCare is 2.0 or greater
1.Open OneCare.
2.Click Help, then About Windows Live OneCare.
3.Confirm that OneCare version starts with the number 2, e.g., 2.0.2500.10

Step 2: Write down any custom settings for firewall

This tool will reset all firewall settings (the program list and port list will be cleared). Please write down any custom settings for the firewall. You can note settings by following these instructions:
1.Open OneCare.
2.Under Quick links, click Change Settings.
3.On the Firewall tab, note which check boxes are checked.
4.Click Advanced Settings.
5.On the Ports and Protocols tab, note which check boxes are checked.

Optionally, do the following steps


6.On the Programs tab, note the programs that you have allowed and blocked. (Note: this is optional, as you would be prompted for each program after repair and you can answer the question.)
7.On the Network connections tab, note the Zone for each network. (Note: this is optional as you will be prompted to classify networks post repair and you can answer the questions then.)


Step 3: Run the OneCare Firewall Repair Tool

Windows XP
1.Download and save the OneCareFirewallRepair tool to a location on your machine (such as on your desktop).
2.From an administrator account, double click the file to launch the program.
3.Click Continue.
4.Read the End-User Licensing Agreement (EULA). If you agree to and accept the terms, select the “I accept the terms of the End-User Licensing Agreement” radio button, then click Continue button.
5.Click Repair to begin the repair process.
6.Wait for the repair tool to run to completion (the progress bar should be completely filled and the tool should report that it has completed).
7.Be sure to save and close any open applications, then click Restart Now to restart your computer.
8.NOTE: On most XP machines, the tool must be run again after the reboot to ensure successful repair. Please repeat steps 2 through 7.
9.The repair is now complete.

Windows Vista
