Can't See Folders/Files on External Hard Drive

I've searched and tried everything... but to no avail. Here's my situation:

Initial Problem: Had a Dell laptop that wouldn't boot. It turns on and displays the Dell boot screen, then it seems to get stuck because it doesn't load Windows, but rather it turns off and tries to boot again, and again, and again. I can go to setup and the boot menu. In going to setup -> troubleshoot, I did get a message that the hard drive cable was faulty (once). I don't get that now, though.

What I've tried:
1) Removed the hard drive, checked the cable, etc. Can't see any issues with it.
2) Purchased a hard drive encasement; installed the hard drive into the encasement; plugged it into the laptop via USB port; changed the boot sequence to use the USB drive vs. interal drive. Result: same as initial problem -- just tries to boot over and over again.
3) Plugged the drive (now external) into another PC. I can read some of the files (e.g. Default User, Administrator folders), but my account files/folders seem to be hidden as I cannot see them. I've searched for folders that I know exist but the search returns nothing.
4) I'm guessing this is a security issue so I did some searching on that. I found technotes on how to access files / folders that you're not authorized to access, but nothing regarding files / folders that aren't even displayed. I did try turning off Simple File Sharing so that I can change the security on the drive, but I never see the "Security" tab even once I've disabled Simple File Sharing.

I really need my files. Any ideas?

You may want t take ownership. this how to may help.

Thanks for the quick response. However, I cannot perform these steps because:
1) I cannot see the "Security" tab (note: Yes, I have tried turning off simple file sharing and the security tab is still not available).
2) Since I cannot see the folders, how will I change the ownership?
