A2: I had the same problem and found that you have to turn "Password Protect"
-OFF- for folder sharing to share folders on a LAN. I also found that the
folder password protect only applies to folders (Share Folders) on your local
computer, not your local network. This setting is in the network and sharing
center.

A1: If logon an administrator account without blank password, can you do it? Or this link may help,

You may want to disables the UAC in Vista.
To do that, please follow these steps.

1. Control Panel -> Administrative Tools -> System Config
2. Continue through User Account Controls prompt
3. Select Tools -> Scroll down and select Disable UAC
4. Click Launch -> Reboot machine

We also found taking over ownership may or may not work. By default, when you take over ownership, the "Replace owner on Subcontainers and objects" are uncheck. You may want to check it so that it reply all all files and folder under the folder. This how to may help,

In one case, the user assigned full rights on the Security tab but the Sharing tab is assigned read only. Adding write permission fixed the problem.
