Cisco WLC web auth doesn't work

I have follow this instruction: How to Configure Cisco Wireless LAN Controller Web Authentication for Public Access - http://www.howtocisco.com/cisco/wireles ... r_Web_Auth
to configure web auth in our Cisco WLC 2504, but it doesn't work. It always shows web authentication redirection.

1. Make sure you have added or edited a WLAN Instance for Web Auth.

2. You may want to restart the WLC after enabling web auth.
