layer 3 or network Layer is Routable Protocol. IP, IPX and AppleTalk are Routable Protocols. Routable Protocol is different from Routing Protocol. Routing Information Protocol (RIP) and Open Shortest Path First (OSPF) are the example of Routing Protocol.
