Cannot run or execute programs from a web page

I have been successful logging into work and running various programs from the web page and then all of a sudden I could not run any of the same programs that I had run the day before. I receive the error message "Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item."

Has something gotten in to my system and changed something that now prevents me from executing programs from a web page. I also noticed that this now happens on any web page that I'm on and there is an executable.

I am running Windows XP SP2.

Are you logon remotely? If yes, how? VPN or RDC?

I do not use vpn to log in. I can experience the same problem when I am installing software from a web page.
