Microsoft Active Server Pages error '80040000'

After rebooting the PEO server, you may get this message: Microsoft Active Server Pages error '80040000'

P-2146233087 - Could not connect to net.tcp://192.167.0.3:9955/SecureAssets. The connection attempt lasted for a time span of 00:00:00.9687624. TCP error code 10061: No connection could be made because the target machine actively refused it 192.168.0.3:9955. Source = clsMain.Initialize_System, Line : 1178

/init.asp, line 56

After troubleshooting it, I found the Keys Service SVC peo_poekey service didn’t start. I think it is related to the account PeoKeyService.

The Keys Service SVC peo_poekey service was setup to logon using PeoKeyService. In general Microsoft has two fixes. Solution 1 is adding the PeoKeyService to the administrators and IIS_WPG, that doesn’t fix the problem. What I fixed is use the local system account. What is the correct way to setup logon in Keys Service SVC peo_poekey service?

Make sure key4pe is running. If you get can't start the service, check the logon account permission. You may add the account to administrators and IIS_WEB groups.

I opened a case with Blackbaud. The engineer said it is recommended to PeoKeyService to logon Keys Service SVC peo_poekey service. The password might be corrupted or was setup by someone.

This is the answer from Blackbaud.

Answer
Verify the correct the Key Service port is being used for the connection. The IP address listed will be the internal IP address of the Patron Edge server along with the key service port being used by the Key Service.

To check the Key Service Port being used:
1.Open PCIEncrypt.exe generally located at C:\Program Files\Blackbaud\The Patron Edge
2.Note the Listening port being used under Current Key Service Config File Settings (Do not change this port)

Verify the registry entries being used by The Patron Edge Online have the correct port listed
1.Back up the registry
2.Check the following two keys to make sure they are using the correct port noted above
•HKEY USERS\S-1-5-18\Software\VB and VBA Program Settings\Toptix\PEKeyServiceURL\DataAccess
•HKEY USERS\S-1-5-20\Software\VB and VBA Program Settings\Toptix\PEKeyServiceURL\DataAccess
3.Change the value as necessary above to reflect the correct port
4.Restart the PEO Manger Service

I have the same problem today. Reset password fixed the problem.

Environment

Answer
1.Open PCIEncrypt
2.Resubmit the PEO connection string

Note: PCIEncrypt is the front-end utility that handles inputs for the database connection strings and the key service.

It is located in the Patron Edge root directory which is here by default, C:\Program Files\Blackbaud\The Patron Edge

A new version of PCIEncrypt is available for clients on Patron Edge 3.401 patch 2. You can download it here. This will be included in patch 3 for Patron Edge 3.401.

In my case, I got Microsoft Active Server Pages error '80040000'
P-2146233087 - Error on [GetSecureAsset(PEO_CS)]: Error with connecting to DB: can't access DB "PEO". /peo/login.asp, line 64.

The problem is we renamed the databse name from poe to peo2. Changing it back to peo works.

This is the error we get:

Error: P-2146233087 - SOAP security negotiation failed. See inner exception for more details. Source = clsMain.Initialize_System, Line : 1178 /PEOAdmin/login.asp, line 64

This is teh fix: If an update/repair has been run on The Patron Edge, the out of date certificates will have been re-installed. Please see solution BB712018 to replace the certificates and restart the key service. or Go to Blakcbaud web site and login. Go to your profile and download. In the patch 3, select downlaod security certificate.

We had a same issue today. The fix is going to the PEO server and restart all PEO Key services.
