Can't get IP from wireless router

Situation: The laptop receives strong wireless signal from the wireless router. However, it can get a IP address and can't access the Internet. Manually assign IP address to the laptop doesn't work.

Troubleshooting: The laptop is running Microsoft WLAN configuration and dell wireless utility. He should just uses one instead of two. Disabling Dell wireless utility, then it works.
