I have a Vista Ultimate Retail X64 running on dual quad-core Xeons with 8GB
of RAM.

Every time I reboot, I am unable to browse the network because network
discovery is turned off. I turn it on and choose local network and it works
until I reboot and then again, I get a notice that Network discovery is
turned off if I try to browse the network.

My other Vista (X86) does not have this problem.

Any suggestions?

We just had a case like this one this afternoon. We added one Vitsa computer our domain, every thing works fine except network browser. We could net view the whole network sharing, but could not browser the network. We found the network discovery was off. After turned the network on, we can browse it now.

This can easily be the result of a third-party firewall.
Make a specific port exception and process exception for Netbios over TCP/IP traffic, and the services: SSDP and UPnP.

If your network location type is set to Public, then Network Discovery will be turned off by default. To check the network type, open Network and Sharing center.
