Bad_address in DHCP server

Situation: CBS asked us to give them a open Internet connection to their office. The device they use takes dynamic IP address only. So we setup a DHCP to assign the public IP address to it. It works for a 2 hours, then it doesn't work. The DHCP server shows many bad IP addresses.

Troubleshooting: We setup DHCP to release only two IP addresses. They have connected 5 devices to the network. Our resolution is keep one device in the connection and other devices use wireless.

In other case, we have a server was setup statics IP address that is also in the DHCP release IP range so that the DHCP shows bad_address.
