Troubleshooting Applying Computer Settings

Symptom: when starting a computer, the windows load Applying Computer Settings for a long time.

1. In most cases, this is the DNS, espcially after changing the DNS pointing to a new DNS server.
2. It could be the 3rd party software. You may disable the suspect software for troubleshooting. The good example is disabling the APC Agent service which has a bug in their old version software. Another example is anti virus.
3. For troubleshooting, try to disable Network Location Awareness and IPSce service.
4. Someone has report After installing critical patch KB893066, he got the same problem.

We had the same case that the apply computer settings loaded for ever. What I did is connecting the problematic computer from a remote computer using Computer Management. Then checked event viewer and Services. I found the Symantec Anti Virus has an event ID and the service was stopping. Then I setup the anti virus service to manual and restart the computer. After logon, I upgraded the the anti virus software.

The problem we had is we can't logon because of apply computer settings or takes a long time to logon (one or two hours). After logon, many program don't work or very slow. We can't remote access using RDC.

What we fixed is simple. Shutdown the server and restart it with nekwork cable unpluge. That will boot as normal. Then shutdown it agagin and restart it with network cable pluge. Every thing works fine.

We had the same problem. it is 3rd party software. After upgrading the software, it works as normal.

Microsoft has article regarding this issues.

The following symptoms may occur:

Windows Server 2008 hangs at Applying Computer Settings during startup.
On Windows Server 2008 systems that are web servers, you may notice that services that are set to a Start Type of "Automatic" may not start
Certain Services that are set to "Automatic" may start without problems - for example:

Dcom Process Launcher
Remote Procedure Call
Event log
Group Policy Client
Plug and Play
DHCP Client
DNS Client
Task Scheduler
Base Filtering Engine
Workstation Service
Netlogon
Other services set to "Automatic" may fail - for example:

Print Spooler
Terminal Services
Server service
Remote Registry
WMI
Distributed Transaction Cordinator
Any Services related to Applications
If you try to manually start services with a Startup type of "Automatic" you may get an Error 1053 indicating that "The service did not respond to the start or control request in a timely fashion."

To resolve this issue we need to modify the behavior of HTTP.SYS to depend on another service being started first. To do this, perform the following steps:

Open Registry Editor
Navigate to HKLM\CurrentControlSet\Serivces\HTTP and create the following Multi-string value: DependOnService
Double click the new DependOnService value that you created
Enter CRYPTSVC in the Value Data field and click OK
After you have made this change, you will need to reboot the server.

Alternatively, you can change the Start value for the HTTP service to 4 (disabled) and then reboot. Assuming all services start up with no issues, then you are running into the issue described in the Cause section, and you should make the registry change indicated above.

In certain scenarios, the problem may be caused by corrupt or outdated registry entries in the HKLM\SYSTEM\CurrentControlSet\Services\HTTP\Parameters\SslBindingInfo key.

If this is the case, removing the entries in this key and rebooting the server may resolve the issue. However - this will impact the web server configuration. You may have to recreate these bindings from within the IIS Admin Console as SSL Mappings will be deleted if you remove these values. Prior to carrying out this step, it is strongly advised that you contact Microsoft Product Support for assistance

NOTE: Please ensure that you make a backup of the registry / affected keys before making any changes to your system

We are running windows 2008 Domain. One of windows 2003 server can’t login with Applying Computer settings message forever. I have follow the following link, but can't fix it.

According to your description, I understand your problem is that a Windows 2003 server will stop at the “Applying computer settings” during startup.

Please correct me if I have any misunderstanding.

Before moving on, please let us clarify that is the Windows 2003 server a DC in your domain?

Based on my experience, if the server stop at “Applying computer settings”, the problem is possible related to the apply the GPO or startup script failed during the startup. In this case, I recommend you can do the following steps to troubleshooting:
1. Power off the server, unplug the network cable, and then power on the server and check if the server can be login successfully.
2. If the Windows 2003 server is not a DC, you can move the server to a OU which without any GPO, and then try to check if the server can be login successfully.

After that, in order to get more information about this problem to try to find the root cause, please enable the userenv.log on the Windows 2003, reproduce the problem.

It could be the computer account password changed. Try to reset it in ADUC. Or remove it from the domain and rejoin it.
