Situation: Outlook has a problem to send and receive email. It is trying to connect or shows disconnected. However, some users can use their Outlook..
Troubleshooting: go to this website https://diagnostics.outlook.com/#/ to troubleshooting Outlook connectivity.
and try this website: https://testconnectivity.microsoft.com/ to troubleshooting Exchange connectivity.

Problem 1: the adfproxy server (ADFS proxy) is down. 2. After restarting, it missing web.config.

Resolution: removing and re-install/configure the Remove the Web Application Proxy role.
