You can use "net user" command, for example,
C:\ODT>net user /domain blin
The request will be processed at a domain controller for domain hsapayroll.com.

User name blin
Full Name bob lin
Comment
User's comment
Country/region code 000 (System Default)
Account active Yes
Account expires Never

Password last set 12/1/2016 10:22:59 AM
Password expires 3/1/2017 10:22:59 AM
Password changeable 12/6/2016 10:22:59 AM
