Modifying RDS port doesn't work

Situation: The client tries to follow this article to modify RD service port from 3389 to 3387.
How to modify Terminal Server's accessing port
How to modify Terminal Server's accessing port. By default Terminal Server and Windows 2000 Terminal Services uses TCP port 3389 for client connections.
He can't make it work.

Troubleshooting: On windows 2012 R2, after modify the port using regedit, you need to restart the RD service.
