It could be the issue caused by Log On To button under user object’s Account tab isn’t configured correctly. Please either add both terminal server and client machine the user is using to Logon Workstations, or set this section to All computers, then restrict remote logon permissions using Group Policy and remote desktop users group.

In our cases, the remote server was added to DC user profile "Log on to" (Under Account tab). If login to all computers, that will works. The resolution is uncheck "Allow connections only form computers running Remote Desktop with Network Level Authentication (recommended)". The Windows 7 client works.

The best solution is using group policy to Allow users through RD services instead of using Log on to" .
