Lots of people have the same complaint, and have tried all the fixes without
success
One explaination some of us have found is that vista's network speed seems
to be capped if you have any audio playing - I wonder how many people
complain about the network speed also have audio playing

generally speaking, the slow performance issue can be caused
by third party software conflicts or some applications running in the
background use a lot of system resources. Also, it can be caused by virus
or out-of-date hardware drivers.

Since Norton 360 is running on the computer, I suggest we temporarily
disable or uninstall it to troubleshoot the issue. If this issue persists,
we can then enable or reinstall Norton 360.

Also, I suggest you contact the computer manufacturer to ask for and
install all the latest hardware drivers.

In addition, let's perform a Clean Boot to troubleshoot the issue.

How to perform Clean Boot
=======================================
1. Click the Start Button, type MSCONFIG in the Search Bar and Press Enter
to start the System Configuration Utility.

Note: Please click the Continue if the "User Account Control" window pops
up.

2. Click the Services tab, check the "Hide All Microsoft Services" box and
click Disable All (if it is not gray).

3. Click the Startup tab, click Disable All and click OK.

4. Restart the computer and test the issue.

Note: Clean Boot is just a troubleshooting step. If some programs have been
disabled, we can enable them later on. If you see the System Configuration
Utility, check the box of "Don't show this message" and then click OK.

I have suffered the same problem and tried everything listed on the web
with no success. I then discovered that I could fix this problem by
changing the connection speed of my network card from fixed 100Mbps full
duplex to auto it sill connects at 100Mbps but the network transfer rate
has gone from 130KB/s to 8MB/s in short a file that took 20 minutes to
transfer now takes 17 seconds.
