Error 676: Line occupied on VPN connection

By my understand, Virtual private network (VPN) connections are limited to one per media type: local area network (LAN), remote access (dial-up), and direct cable connection. That means you can have only one VPN, PPTP or L2TP.

Hi.
I have installed a Windows server 2003 Web Edition behind a firewall.
With "Web Edition" licence I can configure 1 pptp port and 1 l2tp/IpSec port
in rras for VPN connection.
In my test I can use pptp and l2tp/IPsec one for time but not in
contemporary. From this I deduce that all the parameters for the connection
are good in rras and firewal.
If I establish one of the two connections, or pptp or l2tp/ipsec, when I try
to connect the other I receive this error: 676 occupied line.
Can you help me? Windows 2003 Web Edition in the licence limitation speaks
about possibility to have only two VPN Ports, one pptp and one e other
l2tp/ipsec but it doesn't say that I cannot be used it at the same time.
