You can achieve this pretty easily.

On the folder in question grant the following rights:
Users: Modify - This folder, subfolders and files
CREATOR/OWNER: Modify - subfolders and files only

Then, in the Advanced permissions dialogue, go in and modify the pemrissions
for Users and remove the entries for Delete and Delete Subfolders and files.
This should achieve what you wan't. I'm not sure what other effects this
might have. Perhaps you won't be able to rename other files either?

The CREATOR/OWNER permissions will mean that the user who created the file
will retain the ability to delete it.
