You can install Active Directory Users and Computers on a workstation. To do that run adminpak.msi from the Windows 2000/2003 CD.

Normally, you can unlock a user by going to the Local Security Policy/Users,
go to the User in question and uncheck the Locked out checkbox. BTW, is
there a way to do this remotely? I would like to be able to do this from my
workstation and not have to go into the server room to do this.

But in my case, it seems to be the computer that is locked out and not a
User as I can log onto this server from another machine.
