Vista error 0x80070522

Situation: The client is running Microsoft Vista Enterprise. When he tries to create a file in c:\ he can create it but they cannot modify it. When they try to modify the file they get an error 0x80070522.

Resolutions: The error 0x80070522 means that a required privilege is not held by the
client.
1. Permission settings.

2. Some services running under local system account. Please ensure the following services running under Network Service:
Distribution transaction coordinator
IPsec Policy Agent
Ktmrm for distributed transaction coordinator

3. Corrupted user account
