Troubleshoot problems to access some secure Web sites

1. Make sure connectivity or DNS issues.

2. Make sure that any third-party firewall or antivirus programs that are installed on your computer are configured correctly and are not preventing you from connecting to Web sites.

3. Turn off the Windows or third-party pop-up blocker.

4. Delete the contents of the Temporary Internet Files folder

5. Reset IE security, content, and advanced settings to the default level.

6. Clear the Secure Sockets Layer (SSL) state and the AutoComplete history. This how to may help too: How to clear the SSL state

7. Verify that Internet Explorer is configured to use SSL 2.0 and SSL 3.0

8. Use the System File Checker tool to scan all files that are protected by Windows File Protection. Check this how to: How to use sfc to scan and verify the versions of all system files

9. It may be the profile is damaged and create a new user profile.
