1. Can't ping the IP of computer running Vista.

By default the Windows Firewall blocks ping. To allow ping, Open Windows Firewall with Advanced Security (you open it from Control Panel or search). Click Inbound Rule. Enable Allow incoming echo requests (There are two versions, one for ICMPc6 and another for ICMPv4).

2. I have enabled the Enable Allow incoming echo requests, but still can't ping it.

As mentioned above, there are two versions of Enable Allow incoming echo requests. It depends on which version you are using. You may need to enable both of them.
