backup for Exchange 2007 failed - VSS Writer failed

Situation: backup for Exchange 2007 failed with error below.

Writer Name: Exchange Server, Writer ID:
{76FE1AC4-15F7-4BCD-987E-8E1ACB462FB7}, Last error: The VSS Writer failed,
but the operation can be retried (0x800423f3), State: Failed during prepare
snapshot operation (8)

Also, the issue can be solved by restart the computer.

Based on my research, I suggest you check whether event 9840 or 9607 was
recorded. If so, the issue can occur when the following conditions are

VSS uses the Microsoft Jet database engine to freeze or thaw a snapshot
The Jet database engine encounters an error.
The Jet database engine silently frees all storage groups from the
snapshot session when the error occurs.

When these conditions are true, the Jet database engine does not report the
correct status of these storage groups to Exchange 2007 or Exchange 2003.
Therefore, Exchange does not reset the backup-in-progress state. If you try
to back up the affected storage group again, the symptoms occur.

Please refer to the following article to workaround the issue currently. If
the issue still exists after that, the only workaround should be restarting
the server.

Event ID 9840 or 9607 is logged when a VSS backup operation fails in
Exchange 2007 or in Exchange 2003

Microsoft has confirmed that this is a problem in the Microsoft products. The bug should be fixed in SP1
