you want to know if you can upgrade to Sharepoint 2007 on your SBS 2003 R2.

According to my research, we cannot upgrade to Sharepoint 2007 on SBS 2003
R2 directly. It is because of that Office SharePoint Server 2007 relies on
the Windows SharePoint Services 3.0 technology to provide a consistent,
familiar framework for lists and libraries, site administration, and site
customization. On SBS 2003 R2, it is SharePoint Services 2.0. We do not
support upgrade SharePoint Services 2.0 to 3.0.

To install Windows SharePoint Services 3.0 to a SBS 2003 with SharePoint
Services 2.0, we need to perform a side-by-side installation. For more

After that you can install SharePoint 2007 on your SBS server. But the
original setting on SharePoint will stick at WSS 2.0.
