IE 7 installation failed after XP SP3

you have a workstations installed with OEM version of Windows XP SP2a
and then updated to SP3 from Microsoft Update. Then, you tried to install
Internet Explorer 7 from Microsoft Update but the installation failed. You
have also tried downloading IE7 installation package from Microsoft
Download Center and manually installing it. However, the installation still
failed.

Based on my research, the issue can be caused by background running
programs or services that interfere with the IE7 installation. I suggest
you run the IE7 installation package downloaded from Microsoft Download
Center in the Safe Mode to test the issue:

1. Download the IE7 installation package from the following link:

2. Restart the computer and keep pressing F8 when the computer starts.
3. Highlight Safe Mode and press Enter.
4. Double click the IE7 installation package to initialize the
installation.
