In Windows 2000 and 2003 domains there really are no more BDCs or PDCs
anymore. All DCs in 2000/2003 domains are now peer DCs. There are however
some specialized roles that held by specific DCs in the domain though (the
FSMO roles).

But you might really be asking if you can promote an SBS 2003 server into
an existing Windows 2003 domain. Yes, you can do that. You can multiple
DCs in an SBS domain.

The following article describes the process of promoting an SBS server into
an existing domain:

Note that although SBS will coexist with other DCs in the domain, it will
not coexist with another SBS server on the domain and the SBS server must
own all of the FSMO roles and be a global catalog server.
