Can't start ICS service

As I understand, you cannot start ICS service in Windows XP SP2 and you
want to know which GPO leads to that.

I checked and found that this behavior is affected by a GPO created for OU:
Computer Configuration -> Windows Settings -> Security Settings -> System
Services -> Windows Firewall/Internet Connection Sharing(ICS)

You can resolve this issue by doing so:

1) Right click this service and open Properties
2) Check the box of Define this policy setting
3) Check the radio button of Automatic
4) Click Edit Security
5) Grant authenticated users with Full Control permission, if you worry
this privilege, then just grant authenticated users with Read permission.
6) Run gpupdate /force on clients
