Connection status unknown service to detect status is off

Situation; the network icon in the notification area indicates that the network is either disabled or disconnected. Additionally, you may receive the following error message:
Connection status: unknown. The service to detect this status is turned off.

Cause: This problem may occur only when you logon the Guest account so that Windows Vista cannot determine whether the network connection is working when you use the Guest account.
